e-ID Togo: the biometric identification programme and the NIU
National Identification Agency (ANID)
In Togo people talk about the CNI, but the programme under way is called e-ID: a unique identification number for everyone living in the country. This page explains what the National Identification Agency (ANID) publishes, without mixing it up with the DGDN identity card.
The essentials (information checked on 4 October 2026)
- The e-ID is a unique identification number (NIU) based on capturing biometric and biographical data.
- Online pre-registration is free (0 FCFA).
- Four steps: pre-registration, visit to an enrolment centre, showing ID and capturing data, receipt with the NIU and a QR code within 24 to 48 hours.
- Enrolment took place in the Agoè-Nyivé prefecture from 20 August 2025; card distribution continued in the Gulf prefecture until October 2025.
What the e-ID is
According to ANID, the e-ID is a unique identification number, the NIU, based on the capture of biometric and biographical data of every person living in Togo. It is the reference used to check identity with public services.
The four steps
- Pre-register online, free of charge, on the public service portal.
- Go to an enrolment centre, fixed or mobile.
- Show valid ID (identity card, voter's card, passport or any photo ID) and provide biometric data. Without written documents, you can enrol on the word of two people already registered in the basic identification system (fID).
- Receive a receipt showing the NIU and a QR code, within 24 to 48 hours.
The announced schedule
Biometric enrolment took place in the Agoè-Nyivé prefecture from 20 August 2025. Card distribution continued in the Gulf prefecture until October 2025. The schedule for other areas is not published on the page consulted: follow ANID announcements.
e-ID and CNI: two procedures
The national identity card is obtained from the DGDN, with a 5,000 FCFA receipt and five-year validity: see our guide to the national identity card in Togo. The e-ID is the unique identifier, run by ANID.
